What REACH and the IED Ask of an EPS Supplier

Two EU frameworks decide whether EPS can be sold into — or produced inside — Europe. The first is REACH, which controls chemical substances. Its biggest impact on EPS is the flame retardant: the legacy additive HBCD is a Substance of Very High Concern and has been phased out, so compliant flame-retardant beads now use a polymeric FR (PolyFR) instead, and all grades are screened against the REACH Candidate (SVHC) list.

The second is the Industrial Emissions Directive (IED), which limits emissions from industrial installations — including the pentane (a VOC) used as the blowing agent in EPS. A plant under an IED permit must keep pentane output inside its limits, which is why a low-pentane bead grade, controlled pre-expansion and ageing matter. Sector guidance from EUMEPS (the European EPS association) sits alongside both. We supply the beads and the equipment to meet them; the permit itself is issued by your local authority.

What does REACH compliance mean for EPS beads? +
REACH (EU Regulation (EC) No 1907/2006) controls chemical substances placed on the EU market. For EPS, the two practical points are the flame retardant and Substances of Very High Concern (SVHC). The legacy retardant HBCD is now restricted, so REACH-compliant flame-retardant EPS uses polymeric FR (PolyFR) instead. Compliant beads are also screened against the REACH Candidate (SVHC) list and ship with a safety data sheet and a REACH statement so a European buyer can clear procurement and EHS checks.
How does the IED affect an EPS production line? +
The Industrial Emissions Directive (IED, 2010/75/EU) governs emissions from industrial installations in the EU, including volatile organic compounds (VOCs). The blowing agent in EPS — pentane — is a VOC released during pre-expansion, ageing and molding. A plant operating under an IED permit must keep pentane and VOC output inside its consented limits. The main levers are a lower-pentane bead grade, controlled pre-expansion, fluidised-bed ageing silos and, where required, pentane recovery or abatement.
What is low-pentane EPS and why does it help? +
Standard EPS beads carry roughly 5.5–6.5% pentane by weight. A low-pentane grade reduces that to about 3.5–4.5%, so less VOC is released per tonne processed. That lowers the emission burden a converter has to manage under an IED permit and reduces the size of any pentane recovery system, while still expanding correctly when the pre-expander steam and temperature are tuned for it.
Why is HBCD a problem and what replaces it? +
HBCD (hexabromocyclododecane) was the traditional EPS flame retardant, but it is a Substance of Very High Concern and a persistent organic pollutant, so it has been phased out under REACH and the POPs rules. The industry standard replacement is a polymeric brominated flame retardant (PolyFR), which achieves the same building fire classes without the regulatory liability. Compliant FR-EPS beads use PolyFR, not HBCD.
