REACH & IED Compliant EPS Beads + Low-Emission Production Line
Selling EPS into Europe means clearing REACH on the material and the Industrial Emissions Directive on the line. We supply HBCD-free, low-pentane beads and the equipment to run them clean.
One short rule: compliant beads keep the EU market open.
The Regulation
What REACH and the IED Ask of an EPS Supplier
Two EU frameworks decide whether EPS can be sold into — or produced inside — Europe. The first is REACH, which controls chemical substances. Its biggest impact on EPS is the flame retardant: the legacy additive HBCD is a Substance of Very High Concern and has been phased out, so compliant flame-retardant beads now use a polymeric FR (PolyFR) instead, and all grades are screened against the REACH Candidate (SVHC) list.
The second is the Industrial Emissions Directive (IED), which limits emissions from industrial installations — including the pentane (a VOC) used as the blowing agent in EPS. A plant under an IED permit must keep pentane output inside its limits, which is why a low-pentane bead grade, controlled pre-expansion and ageing matter. Sector guidance from EUMEPS (the European EPS association) sits alongside both. We supply the beads and the equipment to meet them; the permit itself is issued by your local authority.
Side by Side
Standard vs REACH/IED-Compliant EPS
Seven properties that decide whether a bead and a line can serve the European market.
| Property | Standard EPS | REACH/IED Compliant |
|---|---|---|
| Flame retardant | Legacy HBCD (now restricted) | Polymeric FR (PolyFR) — HBCD-free, REACH-aligned |
| SVHC / hazardous substances | May contain restricted substances | Screened against the REACH Candidate List (SVHC) |
| Pentane content (blowing agent) | ~5.5–6.5% by weight | Low-pentane grade ~3.5–4.5% by weight |
| VOC emissions in processing | Higher pentane off-gassing | Lower emissions — easier under IED permits |
| Documentation | Basic spec sheet | Full SDS, REACH statement & FR declaration |
| Target market | Unregulated / domestic markets | EU, UK and other emission-permitted markets |
| Equipment fit | Standard line | Pentane-controlled pre-expander + recovery |
Pentane and FR figures are typical industry ranges — exact values depend on your bead grade and are set with the low-pentane material and your pre-expander recipe.
The Opportunity
Why Compliant EPS Is a Buying Decision
Material and equipment that match where European rules — and your customers' procurement teams — already are.
Keeps the EU & UK Market Open
REACH and the Industrial Emissions Directive (IED) govern what enters and what can be produced inside the EU. Beads with a restricted flame retardant — or a line that exceeds local emission limits — can stall an order or a plant permit. Compliant material and equipment keep the door open.
Lower Pentane, Lower Emission Burden
Pentane is the blowing agent in EPS and a regulated VOC. A low-pentane bead grade combined with controlled pre-expansion and ageing reduces the pentane released per tonne — making it far easier for a converter to operate inside an IED permit envelope.
HBCD-Free, Future-Proof Flame Retardant
The legacy EPS flame retardant HBCD is a Substance of Very High Concern and is being phased out. Modern polymeric FR (PolyFR) delivers the same fire class without the regulatory liability, so your boards stay sellable as rules tighten.
A Premium, Spec-Documented SKU
Compliant beads ship with a full safety data sheet, REACH statement and FR declaration — exactly what a European buyer's procurement and EHS teams ask for. That paperwork lets you serve regulated projects competitors with bare spec sheets cannot.
From Requirement to Machine
The Beads & Equipment a Compliant Line Needs
REACH lives in the bead chemistry; the IED lives in how your line releases pentane. Each block links to full specs.
Low-Pentane EPS Beads
A reduced blowing-agent grade (~3.5–4.5% pentane) that cuts VOC off-gassing through pre-expansion, ageing and molding — the simplest lever for a plant working under an IED emission permit, while still expanding cleanly.
Low-Pentane EPS Raw Material →HBCD-Free Flame-Retardant Beads
Flame-retardant EPS using polymeric FR (PolyFR) instead of the restricted HBCD — meeting building fire classes (e.g. EN 13501 Class E / B) without a Substance of Very High Concern in the resin.
Flame-Retardant EPS Raw Material →Pentane-Controlled Pre-Expansion
Pre-expansion is where most pentane is released. Our pre-expanders offer tight steam and temperature control with density precision down to ±0.3 kg/m³, helping you hold consistent quality on low-pentane beads while limiting emissions.
EPS Pre-Expander (SPJY / PE series) →Ageing Silos for Controlled Off-Gassing
Fluidised-bed ageing silos let pre-expanded beads stabilise and release residual pentane under control rather than across the shop floor — a key step for managing emissions and feeding consistent beads to the block molder.
EPS Ageing Silos →Block Molding & Recycling
Compliant block molding for insulation board, plus closed-loop EPS recycling so production scrap and post-consumer EPS re-enter the line — supporting the circular-economy expectations that sit alongside REACH and IED.
